Widening access to higher-level skills: the contribution of global partnerships

The phenomenon of a globalised economy and society has resulted in unprecedented growth in post-secondary education. As nations have
sought to compete in this rapidly changing environment, the need to look beyond the traditional university sector to equip a workforce
who can rise to these new challenges has been recognised. Wherever learning takes place, accredited high-level achievement is no longer
the sole province of the elite. The nature of the respective models, systems and institutions which have been established
varies across countries in accordance with socio-political context and market forces. However, a key common feature is the
widening of access to higher-level vocational and technical skills and, where appropriate, to participation in higher education.
The role that international co-operation and partnerships can play within this process is very significant, not only in terms of the
exchange of knowledge, experience and expertise between governments and educators, but also in relation to the
enhancement of the access routes themselves and, thus, the creation of a global workforce
