Internationalising Higher Education

Dr Francis CHEUNG Wing-Ming is Secretary General of the Hong Kong Examinations and Assessment Authority leading the Secretariat and overseeing the administration of public, international and professional examinations. Dr Cheung takes a leading role in the current assessment reform in Hong Kong and provides a wide range of consultancy and training services to schools and school sponsoring bodies on school management and professional development of school leaders.

Previously Dr Cheung was Principal Lecturer of Hong Kong Institute of Education. He was then appointed as the Registrar managing academic affairs, examinations and assessment of students, in addition to maintaining standards of the degrees conferred. Dr Cheung was also an inspector of schools of the then Education Department responsible for training programmes on information technology in education.
