Frances Kelly

Frances Kelly is New Zealand's Education Counsellor for Europe, based at the New Zealand Mission to the EU in Brussels. She is responsible for representing the interests of New Zealand education in Europe, developing and maintaining bilateral relationships, and informing government and institutional policy makers in New Zealand about national and European developments. Frances is a member of the International Liaison team at the Ministry of Education in New Zealand, and part of a global network of International Education Counsellors. Frances also represents New Zealand on the Education Policy Committee of the OECD, and on the Governing Board of its Centre for Education Research and Innovation. Prior to this appointment Frances was a Senior Policy Manager at the Ministry of Education.
